Difference between tempura and fry

The people who are taking the Japanese food in countries like Europe do not understand the difference between the tempura and the fry. Hence, I am trying to explain it here.
I will explain the difference between the shrimp/prawn tempura and the shrimp/prawn fry.
First the photos

Shrimp / Prawn tempura

Shrimp / Prawn fry

How was that? If you see both then you can understand that they are completely different.
Tempura is the dish deep-fried with a coat of flour.
Fry is the dish deep-fried with breadcrumbs.

The Shrimp / Prawn tempura is topped over a bowl of rice
It seems that in countries like Eurpoe, the Shrimp / Prawn fry is topped over a bowl of rice.
I think one can use the fry as long as it is delicious.
Especially, I would like you to eat the delicious tempura in Japan because the taste greatly differ depending on the cook, oil temperature adjustment etc.
